Sorry, I should have supplied more context.  Digital signing is a
mechanism for making sure there's only one vote per person.  It
wouldn't be verified by a human, but by machine.  The program would
use the signature to verify the source of that vote, and record that
that person has now voted.  Otherwise, the link between the vote
itself and the voter is practically dissolved when the message is
digested by the program, insofar as that information is unavailable
for human consumption.  Encryption of the data in transmission would
ensure that no connection between the voter and the vote could be made
before "digestion."  Of course, if that person has already registered
a vote when the message is digested, either the vote would be updated
to the newer value, or the message would be ignored.
