[Madlug] Revisor vs. Ubuntu Customization Kit

I have in mind a more specific question than my subject, but I want to
back up a moment.
We are currently in the process of moving from Ubuntu to Fedora for
our desktop deployments so that we can use spacewalk. We are doing
this because we foresee growth in our Linux program. However, for our
purposes, Ubuntu Customization Kit is a superior tool to Revisor. If
somebody has something more like UCK for RPM based distros, I'd love
to hear about it.
Now to the specific question. Since we are using Revisor, it looks
like we'll need to set up an RPM repo (and roll rpms for some things
we used to be able to install via script). Is there an easy way to
roll RPMs and to create an RPM repo (I guess technically a YUM repo).
An alternative would be if there is already a repo out there with
Cisco AnyConnect in it, but I don't believe Cisco would allow a public
repo of their software. Obviously, our repo would be internal only.
