And if you did want to play with an "real" database and not a
spreadsheet (although, I agree with Darrick that a spreadsheet might
suffice) I'd suggest  MS-Access for ease of use to get started with.

A more powerful option  is mysql. As frontends I like HeidiSQL or
MySQL Query Browser.

All of the above (except Access) are free. They should all run on Win too.
