[Madlug] oracle cli tools

What version of Oracle do you have?

This was a big problem in 10.2.0.1, and I would have to manually go in
and chmod a+r to a lot of things.  Namely, users couldn't use sqlplus
or sqlldr, read PITA.  I believe the 10.2.0.2 patch fixed this though.
